2ID I know has been very strict in ensuring compliance with the order to prevent noise during the testing period. Check out this Stars and Stripes article. I would hate to see a kid blame the US military for failing his test because a Blackhawk flew over the school that day. Such a scenario seems ridiculous but for whatever reason I could see that happening here.
