Do you have any references to explore your claims? I would like to read them. If true this would be enough for the province to be highly bitter.

The reason why the people in Shimane are pissed about Korea is not the fish, but because in the past, more than 3,000 fishermen were abducted and imprisoned by S. Korea under Lee Suman's rule and 44 out of them were actually excuted there for passing over the Lee Suman's so called Peace Line which was against the International Law. The media in S. Korea never offically reported the incident so I guess nobody knows it in Korea. However, the main reason Shimane wants to bring up this Dokdo matter is their grudge.
