The Marmot has provided a link to this video of 2ID Assistance Division Commander General Joseph Martz meeting with Uijongbu City Mayor Mr. Kim Mun-won. I tend to agree with the Marmot that the whole video seemed kind of goofy and a translator with some PR skills could of helped but it did provide a look at the taxi cab and the driver. The cab driver pointed to how the soldier jumped up and ran across his taxi and then showed the marks he had on his body due to the altercation. He had some bruises on his shoulder.
I think the video backs up my prior opinion that the soldier should pay for whatever the damage to the taxi was and offer a big apology to the taxi driver. Isn’t his how it would be handled in a Korean on Korean incident? The taxi driver was not seriously harmed so to throw the soldier in jail for this would be ridiculous. Yes he is an idiot but should all idiots go to jail? I guess we will see.

He could be charged with vandalism of a private property.

In the US, at least in the state of Georgia since each state makes its own laws and some are slightly different, I believe he would be charged with "criminal tresspass."
If the damage was above a certain amount, he would be charged with criminal damage to property, I think it is.

What the mayor is thinking: " Foreigner, foreigner … ding, ding, ding,… foreigner!"
Gen. Joseph Martz is simply trying to get through this fiasco without crying.
Not only is Silly Sally ethnocentric … she is damn proud to admit that she lives in a country where it is truly justified to be so. A healthy dose of ethnocentrism will yield a proud, hard-working, productive, and innovative society, unchecked or perverted ethnocentrism can lead to racism, chaos, or war.
That is why I am NOT a multiculturalist: my first instinct is to protect my own. That should be every American's and Brit's instinct.
Multiculturalism, the Yin to ethnocentrism’s Yang, is the belief that all cultures are equally viable, equally valid, and equally worthy of consideration. But it ain't true. While multiculturalism is practiced in the interest of suppressing hate, it is a belief that is dangerously blind toward human rights violations and economic oppression. Multiculturalism is equivalent to forced social relativism, and requires the believer to deny that there are any ultimate truths when it comes to the plight of the human race.
USFK generals should show decency to the Korean community — but, not break down and cry to appease a morally reprobate culture. Despite GI's elated relief that it was the US soldier's fault — Korean culture is without honor.
The cowards must stop denying this truth.
When you choose to avoid casting any judgment, you forfeit the luxury of outrage and tolerate the outrageous out of a paranoid fear of seeming insensitive. Multiculturalism is cowardly, and it leaves the oppressed alone and without recourse. Without any ultimate truths, nothing is taboo. If there is to be any hope for those in this world who suffer, a few ultimate truths have to be recognized.
GI and Lt. Gen Charlie Campbell … judge fairly, but CUT the multicultural shit. Your knee-jerk reaction should ALWAYS be in favor of your own men — then fairly sort out what happened later.
Sermon over. At ease.
