A bank robber who goes into a bank and takes people hostages cannot be construed as 'running amok', simply for the reason that it was a controlled situation. A bad situation, but still a controlled situation. The bank robber wasn't dancing around and killing hostages. The German police had the hostage under negotiation, it was a controlled situation because the cops had pinned the criminal down. On the other hand, the GI who decided to be a jerk and get on top of the taxi and cause a melee, CAN be construed as 'running amok', because nobody could control his alcohol induced jerkness and his sucky behavior.
