		<description>South Korean tax payers will never go for this kind of funding of the North even if they can put aside North Korea&#039;s bad behavior.  They will not continually throw massive amounts of money and resources away like that. 
 
However, they push the government to find a way to keep the North from collapse so they will not have to unify with a pitifully weak NK economy. 
 
Which means, South Korea&#039;s primary North Korea policy is assuring the survival of Kim Jong Il&#039;s North Korea. </description>
