  Interesting.

  One rape because of "extreme" drinking at the on-base Mustang Club… and one rape because of "extreme" drinking at the on-post Dragon Hill Lodge.

  Obviously, the solution is to raise the drinking age to 22, lower curfew to 11pm and put an American-owned Ville club off-limits that isn't on the Payment to the Business Association that Makes It's Way Back to the Board that Makes the Off-limits Decisions Program.
