There are not too many "English" teachers qualified to actually teach in Korea or anywhere else. Its surprising how the authorities have reacted on this matter.
The English schools are notoriously scandalous here and its not unusual for them not to pay the student what they contracted them for or to shaft them on living conditions or keep there passports until THEY are finished with the English teacher.
This tard just got lazy and instead of getting a degree in "Social Physical ED" he forged his cert….unfortunately for him his forging was not as good as his fellow Canadians artwork.

If the hiring authority accepted the false document as genuine, there would be no reason to fire the hiring authority, any more than they would arrest your grandmother for passing a bogus $50.00 bill.
There are some sleazy hagwon folks who will accept any foreign kid with a degree without checking credentials sufficiently. Probably for monetary reasons. They keep most of the money collected from students anyway, and this way they can keep more and pay the kid teacher as little as they can get away with.
The Korean Government is finally understanding that to grow in the international area, they must get qualified teachers. Finally. It is a good start. I am a firm believer in incentive. Jail time is a good incentive to refrain from lying about your degree. Fear is one of the best incentives.
