I think it is more up to ROKG than any other gov't responsibility. I think Roh should go ahead and give deployment order to ROK SOF troops to be permanently station in Gahzi Province and assist NATO and ISAF to go after the Talibans and AQ. This is exactly what Talibans never expected ROKG would do.

If kidnapping and killing civilians would caused more foreign troop deployment who would come after them, then Talibans would think twice before they kidnap another foreign civilians.

Although, I suspect that the families of the victim, much like all Koreans, are still convinced that America holds the key to ending this ordeal. They might fear the American govt taking offense to anti American "protests" and forsaking them in a "screw you then" fashion.

I don't think Korea ever had a great president, one that serves as the face of the nation. It's been decades military dictators followed by ho hum presidents.
