Kang Chol-hwan as a I mentioned decided to defect after listening to a broadcast on one of these illegal radios. The broadcasts main function though shouldn't be just to create defectors but be used as yet another tool to get accurate information into North Korea and undermine the legitimacy of the regime. This is just one of the few things that needs to be done to fight the information war inside of North Korea. Currently all radios are fixed tuned and any tampering will result in imprisonment. However, they have the right idea -- get the cheap tunable radios in to make the broadcasts effective.
