Yes, but can they make it up hills, stopping and starting? Not every driver can park at the base of the hill and walk up, which is still the optimal means of transportation in Busan.

I drove a Ford Hybrid and it had no problems with hill climbing. I have never driven a Toyota hybrid but I would assume they would have enough power as well to get up a hill.

I have had no problems with my Mariner Hybrid as of 58300 miles. However since you are on the subject of Korea Hybrids, what are you hearing about getting hybrids repaired in Korea?

I can understand how hybrids would help with polution caused by Korean city traffic, but wouldn’t the constant stop-and-go negate the battery’s fuel savings?
It seems to me that you need a good stretch of driving to keep the battery charged.

The battery gets recharged through braking. So stop and go driving actually recharges the battery. This technology is called regenerative braking:
