    “Korean cops ignore raaape teenage girl. Claim not their job.”

    Hmmm… I got a better one than that.

    I recently read a report with a pretty interesting story.

    Some months back, a 15 year-old American dependent ran away from home and moved in with a 30-something American contractor. (She may have turned 16 while they were together).

    Obviously, her father is not happy and doesn’t buy the “I didn’t know she was 15, dude” excuse.

    Osan doesn’t want to get involved because it happened off-base.

    The guy’s company doesn’t want to get involved in a police matter.

    The American embassy doesn’t want to do anything because it happened in Korea.

    The Korean police don’t want to do anything because everyone is American.

    Any suggestions?

    Chickenhead,

    Was the girl a dependent of a retiree or is she an active duty family member?

    If she were a retiree’s dependent I can see how this would probably cause problems, here, but if she’s an active duty family member, I would hope her sponsor’s command would stand up and do something.

    According to what I read, the father was a civilian contractor on Osan with a Korean wife (although she is now an American citizen). He took a job in Iraq and the wife and daughter stayed in Korea.

    A month or so ago, he came back to Korea to sort this out but nobody wanted to touch it.

    The “predator” is a civilian contractor on Osan yet Osan leadership doesn’t want to get involved in any way… their focus seems to be on covering it up, pushing responsibility elsewhere and hoping it will go away until they safely reach their next base.

    Maybe they can’t do anything… but it seems this is a textbook case to show “zero tolerance” for child predators on Osan… at least lean on his company to move him elsewhere. Guess it was all talk, eh?

    The American embassy’s response is shameful. They can, and should, be pushing Korean police to do something.

    I don’t know what USFK’s official response was… although the guy still has a job… so, I guess, nothing.

    Anyway, it seems the Korean police have the primary responsibility for being worthless here. The American embassy seems like it should make some sort of effort to look out for the wellbeing of American children. Osan and USFK should certainly want to insure its members and associates aren’t involved in this kind of action on or off military installations.

    No heroes here.

    The only usefulness US embassies provide to their citizens are passports and family visas. Otherwise, embassy staff are indifferent when Americans experience trouble in the host country. American teacher Darren Russell, afraid for his life after leaving his employer who held his passport and refused to get him a proper visa, phoned the Guangzhou consulate for help and got a Chinese employee on the line. Not surprisingly, the Chinese employee of the US Embassy did nothing, and a few hours later, Darren was dead from a blow to the head that split his skull from ear to ear. The police claimed he was hit by a truck, and the embassy backed the claim, despite the fact that there were no bruises or fractures elsewhere on his body. US citizens are the last priority for embassies, which exist to serve the needs of the government, not the people.

    You might just be on to something there…

    I still think they should have made a request to the Korean government to have the police look into it… zero effort, feel like a hero for the rest of the day, etc.

    One thing I forgot to add in the previous post… Osan wants nothing to do with this, and I assume USFK’s response is the same.

    So… how is it that USFK/Osan had no problems hassling civilian workers (revoking base access/pressuring employers to fire them) when they were simply out of their houses counter to a rather arbitrary curfew…

    …yet suddenly have no authority (or will) to be involved when a father asks for help to keep a USFK-sponsored civilian away from his child?

    Curfew violation is a bigger issue than sleeping with 15 year-olds? Yep. That pretty much sums up USFK’s priorities.

    The more I think about this, the more I am bugged.

    If there is somebody out there who cares to look into this, from Stars & Stripes to government officials, I’m pretty sure I can get a peep at this info again and dig up contact information for this father. I might even be able to swing copies of internal Osan documents trying to weasel out of responsibility.

    Kindly provide some sort of official e-mail address as “FreshAndYoungLVR@hotmail.com” probably doesn’t need to get involved.

    Sonagi, you can learn a lot from chickenhead. Why not spend a bit learning. You know about China? You remind me of the white housewife discussing ” ancient chinese secrets” with a Chinese woman and her laundry.

    Well, my faith in mankind has been renewed.

    The response was more than I could have possibly expected.

    First, I got a very nice e-mail from the FBI legal attaché at the American embassy in Seoul. He assured me the safety of American citizens overseas, especially minors, is a “high priority for embassy staff” and that “any previous lack of action on the embassy’s part was an unfortunate oversight”.

    He explained that there is specific legislation, with harsh mandatory minimum sentences, regarding American citizens who engage in acts with children overseas which the FBI aggressively investigates; especially when the involved minors are also American citizens.

    He assured me he would use his formal and informal contacts with the highest levels of the Korean National Police to insure this matter would be fully investigated by local law enforcement.

    Further, he had already contacted his legal counterparts in USFK to coordinate a joint investigation into these serious allegations against USFK-employed personnel.

    Next, I got an e-mail from the vice wing commander of Osan Air Base. He assured me “Osan has a zero tolerance policy regarding this type of behavior”. He made it clear that it is a “top priority of Osan leadership to insure predators of this nature are not free to roam Osan Air Base”. Further, “the continued health, safety and welfare, of children on Osan Air Base is a primary concern at all levels of Osan leadership”. Also, he said that “any situations or individuals alleged to threaten the health, safety and welfare of our children will be rapidly and fully investigated.”

    A Stars & Stripes reporter e-mailed that he certainly saw the prior inaction as newsworthy and was eager to “bring it to light” with the hope that publicity would force USFK to address the serious problem of SOFA-status child predators as well as bring accountability to any careerists who might conceal the situation for personal or political gain.

    Then, Santa Clause sent an e-mail informing me that I would be getting a pony this year.

    I expect to hear from the Tooth Fairy any time now.

    That last comment was funny Chickenhead, but now I am starting to wonder if you really just have an axe to grind and this is not what it seems to be.

    Can anybody offer some infomation on this pervert?
