GI Korea reminded me that I should always be respectful when poking people in the eye…or something like that. I don’t want to overstep my invite to post on his fine blog, but the Dokdo issue really irks me, but that is from a personal viewpoint. This deals with another issue — the right of an American to voice his opinion over the actions of the U.S. Library of Congress.
What follows is NOT intended to create controversy — though it may stir up some ill-feelings towards me by activist Koreans. It is only to encourage those AMERICANS who feel strongly that the U.S. Library of Congress should not be used as a pawn in the power games of Korea to simply send an email to the Library of Congress Cataloging, Policy and Support Office (CPSO) to express their views as an AMERICAN in Korea who understands the issues. Because of their workload, do not expect a response back.
Be aware that this “Dokdo” change to “Liancourt Rocks” is just one of a vast amount of changes they do annually to update records. In the scheme of things dealing with their workload, it is a miniscule item. (CPSO Annual Report)
It appears that “Korean-Americans” worked the system to delay the changing of “Dokdo” to “Liancourt Rocks” in the Library of Congress records. Supposedly a group called the Korean-American Voters’ Council — acting exactly like a South Korean lobby — stepped in and called Congressmen and others to stop the change. Then the Chosun Ilbo ran a story of a librarian in Toronto, Canada named Hana Kim was taking the bows for stopping the decision. Then we hear about Korean-Americans in the Washington D.C. area supporting the “Dokdo is Ours” campaign.
“…In an email reply to the Chosun Ilbo on Tuesday, Dr. Barbara Tillett, chief of the Library of Congress Cataloging Policy and Support Office, said she was withdrawing the suggestion to change the subject heading for Dokdo to Liancourt Rocks, which was submitted in December 2007. Tillet added the discussion will be delayed until there is an enlightened international resolution and a decision by the U.S. Board of Geographic Names.” The Library of Congress was originally to adopt the suggestion on 16 Jul, “a decision that would have had repercussions for other libraries in the U.S. and other major countries. Japan was expected to take advantage of this in its efforts to stir up international dispute over Dokdo.” (Chosun Ilbo)
“…The statement comes one day after the U.S. Library of Congress, apparently in response to South Korean anger over Tokyo’s move, postponed a meeting on changing the name of Dokdo, also claimed by Japan, to the Liancourt Rocks, which had been named after a French whaling ship that first introduced the islets to Europe.” (Korea Times)
I am suggesting that Americans here in Korea — who feel that the American government and all of its agencies should be impartial in this Dokdo-Takeshima-Liancourt Rocks dispute — should speak up. I’m suggesting that they — as American citizens — let their opinions be heard.
The term “Dokdo” should NOT be used in the Library of Congress headings in order for the U.S. to continue to remain neutral on this matter. The use of “Dokdo” in headings gives the appearance that the U.S. is supporting the ROK claims to the islets — just as the use of “Takeshima” would support Japan’s claims. The U.S. must remain neutral in this issue.
The US has made its views on this issue very plain in the 1951 discussions over the islets. In the historical documents, “Liancourt Rocks” is the term used for the rocks. Throughout the Military Government period of Korea after WWII, the islets were used as a bombing range controlled by FEAF in Japan and naturally the control was favored to remain in Japan. However, because of the ruckus dealing with Syngman Rhee’s (Yi Syng-man) laughable “Rhee Line” to gain Japanese territory as “reparations”, it was decided to leave the islets in “disputed” status. Even after the ROK forcibly assumed control of the islets, the islets have remained as “disputed.”
The US Congress has made itself very clear on the US impartiality over the ROK getting involved in disputed territories in its 1953 ROK-US Mutual Defense Treaty where the US Congress added:
“It is the understanding of the United States that neither party is obligated, under Article 3 of the above Treaty, to come to the aid of the other except in case of an external armed attack against such party; nor shall anything in the present Treaty be construed as requiring the United States to give assistance to Korea except in the event of an armed attack against territory which has been recognized by the United States or lawfully brought under the administrative control of the Republic of Korea.” (Mutual Defense Treaty)

I don’t know why Korean-Americans or Korean-Canadians, who live in US or Canada respectively, would care about this islets if they don’t live in Korea. I’m myself a Korean-American and because I live here in US, don’t really care if islets is Korean or Japanese territory. My only concern is within US because US only affects me.
The name, Liancourt Rocks, make sense because US should’t be partial to any country. US was created to be neutral and you could clearly see during WW1 & WW2 when Wilson tried not to go into war because it was not a concern to US. I don’t know why US participated in Korean War and Vietnam War though except Cold War issue.
Those rocks, whose territory is it currently? If it is Japanese territory then how did it become under ROK’s control? According to some article, South Korea has been controlling this islets since the end of WW2.
If it’s about the name that concerns them, then they’re silly. We call Japan Japan and Japanese call it Nippon-koku and Korean call it Il-bon; no one disputed over that. It’s really ridiculous trying to get every country to call it Dukdo. Let Japan call it Takeshima and we call it Liancourt Rocks. DIFFERENT LANGUAGES! It’s not like we’re speaking the same universal language. If we do happen to speak the same language, then the dispute is justifiable but we’re not speaking the same language. They should know that.
Seriously, US chose Liancourt Rocks for a good reason: neutrality and relationship. It may be a silly name for its name coming from the whaling ship but at least US Congress made a smart move.
Besides, we have our own problems to deal with. My state is having economic budget crisis and is affecting the residents including me. Believe me, my state plays a huge role in US economy and it could affect the nation of 300 million people if the budget is not handled properly. Shouldn’t Korean-Americans, who are involved in this silly issue, worry about how US economy affecting them?
Again, this is an opinion and it’s from a Korean-American but I do not speak on behalf of Korean-Americans or Americans.

I am on the academic Korean Studies List and Hana Kim sent the List a spam about her Dokto lobbying efforts yesterday. I posted the following reply to the List:
“It is my understanding that the official position of the US government is to remain neutral in the Dokto-Takeshima territorial dispute, since its legal status remains contested from an international law standpoint. (And we must note that the ROK has refused to resolve the matter in the International Court of Justice for the last 5 decades.)

Perhaps my limited and incomplete knowledge of the situation needs to be refreshed. The time periods stated in the post were when the Japanese recognized that Ulleungdo was Korean territory. However, inspectors sent by the King — to verify that there was no one on the island — did discover Japanese fishermen on the beaches — and they were supposedly chased off.
During this time period, the Japanese Shogunate recognized that Ulleungdo was Korean territory and prohibited the Japanese from landing there — so the Japanese fishermen were violating their own nation’s edicts.
However, the claim that the Japanese Shogunate would execute Koreans in a place that the Shogunate recognized as Korean territory does not make sense. That the Japanese fisherman of the time — synonymous with pirates — might have done atrocities is possible. But then we get back to the problem that if there were Koreans on the island, they were there in defiance of a royal edict that Ulleungdo was to remain uninhabited and in effect criminals themselves.
Although there is no record of the exact date of Dokdo’s discovery, Japan has been aware of its existence since the beginning of the Edo Period (1603-1868). During the period that Japanese were banned from Ulleungdo by the Japanese Shogunate, the Shogunate did NOT prohibit the Japanese from the islets — giving the impression that the Shogunate considered the islets as Japanese territory.
Thus I agree with your claims of Japan that recognized Ulleungdo as Korean territory. BUT WHAT HAS THIS GOT TO DO WITH DOKDO??? THAT IS THE ISSUE!!!

The fact that on the maps the claimed Dokdo is on the wrong side of Ulleungdo (to the north) and very close to Ulleungdo — while in fact Dokdo is 92km to the southeast of Ulleungdo. If you want to believe such maps are “proof” good on you. However, do not try to insult the intelligence of foreigners who can see through flim-flam artistz despite their advanced degrees.

I am a korean and I actually agree that the US should use the name Liancourt Rocks.

If you look in AMERICAN encyclopedias, Liancourt Rocks belong to Korea.
