It is now evident that as soon as the fourth Japanese army at Sian-chan is sufficiently strong the Japanese intend to resort to their favorite flanking tactics, move a formidable array against Kuropakin’s left and compel the evacuation of Sin-tsin-tin (sixty miles east of Mukden.)
