North Korea Complains About Civilian Propaganda Leaflets

This is an ironic complaint coming from a country that is a master of propaganda:

The inter-Korean military working-level talks, the first inter-Korean talks since the inauguration of President Lee Myung-bak, began October 2 at the Peace House, located on the southern side of the Military Demarcation Line in the truce village of Panmunjom, but ended fruitlessly, only confirming the differences in perspective between North and South. In particular, the North criticized the dissemination in North Korea of leaflets critical of the North by civilian groups in the South and warned that if these are not discontinued, they will have a negative influence on the industrial complex and tourism in Gaeseong (Kaesong). They went on to express concerns about the deterioration of inter-Korean relations.

The Ministry of Defense said that day that the North had gone into detail at the talks in describing examples of the distribution of leaflets critical of the North by South Korean civilian groups, and strongly demanded apologies, punishment of those responsible, and a promise to prevent future occurrences. According to the Ministry of Defense, the North indicated that, in the event of continued acts of flier distribution, there would be severe negative repercussions affecting the industrial complex and tourism at Gaeseong, transit of South Korean personnel through the Military Demarcation Line could not be realized properly, and it could become impossible for South Korean personnel to be housed within the Gaeseong and Mount Geumgang (Kumgang) regions. These leaflets being sent to North Korea must be effective considering how vigorously the North Koreans are complaining about them and all the more reason to keep sending them. The civilian groups sending the fliers are Christian groups promoting North Korean human rights:

Since 2004, groups such as the North Korea Christian Association and Fighters for Free North Korea have been sending large balloons carrying fliers from the vicinity of the Armistice Line. The fliers are known to contain information about human rights infringements in North Korea such as torture, massacres, and public executions, as well as about the wives, family problems and health issues of North Korean leader Kim Jong-il.

If the North Koreans want to close down Mt. Kumgang and the Kaesong project, fine they have much more to lose then the South Koreans due with those two projects.

Anyway here is the South Korean military’s response to the North Korean demands:

In response, the South affirmed that its military authorities are faithfully abiding by the June 2004 agreement to discontinue propaganda activities at the Military Demarcation Line and commented that it is inappropriate for the North to link the distribution of leaflets by civilian groups with the industrial complex at Gaeseong and tourism in Gaeseong and at Mount Geumgang. Colonel Lee Sang-cheol, chief delegate for the South at the talks, said that the North is quite sensitive about leaflets containing content critical of North Korea’s National Defence Commission Chairman Kim Jong-il

Here is what the North Korean media had to say in response to Colonel Lee’s reply:

An hour after the talks ended without progress, the North’s Minju Joson newspaper issued a scathing commentary branding Lee “despicable human scum.”

“The Lee Myung-bak group had better behave itself, mindful that sycophancy toward the U.S. and the confrontation with fellow countrymen only precipitate its own self-destruction,” the newspaper said in an editorial carried by the North’s official Korean Central News Agency. [Associated Press]

Like I said the masters of propaganda at work.

    It just proves once again that North Korea is mentally incapable to grasp the concept that in South Korea people’s actions are not always from direct command of the government or military. This is frightening because it shows that even at North Korea’s top levels they do not inderstand the comprehension or concept of individual freedom. They actually believe in their minds that the citizen groups are being instructed by the government to do so. Of course they come from a country where all actions are from direct instruction of the party. I really do not know how the Korea’s will ever unify without one or both being destroyed in the process.

    They should start sending helium baloons over carrying bags of MaDonalds & BK whoppers, Victoria’s Secret Magazines, IPODS, etc. …watch how fast the desertions from their brainwashed army increase to the South.

    The fact that the North is complaining about the propaganda pamphlets is indicative that the pamphlets are becoming effective. Was this why the Roh administration was spending so much time trying to squelch these guys?

    Kalani, the better question and or answer was raisd by a listener, the two Korea’s are seperated more than idealogy now. Never before in documented history has one race (which Koreans both north and south claim to be seperate from any other race even withstanding the FACT they are just like any Asian culture but more mongrel due to constant invasions). Yet they tend to be the only ones that want to kill the other twin. The Northern twin knows the southern is at it’s play. Even though the whole world knows that the southern twin actually has the upper hand. By mercy the south twin allows the north to rape it. Korea is unique.

    Erm, okay, thanks I think. #3 I agree that it is a problem up there, but the leaflets have always been dropped and now all the sudden it is becoming a problem for them. I think it is good that finally people in the north must be starting to believe the pamphlets and seem to be craving info on their dear leaders activities. I hope they scatter google Earth images of KJI’s palaces on the outskirts of Pyongyang. Im not sure how many still believe the official line that he sleeps in his car.
