North Korea has complained about this activist group and the South Korean government has tried to stop their activities but the activists will continue to send their leaflets to North Korea:

South Korean civic groups flew balloons carrying tens of thousands of propaganda leaflets toward North Korea Friday, spurning Seoul’s request not to do so amid tense relations with Pyongyang.

Fighters for Free North Korea, a Seoul-based group of North Korean defectors, said it sent ten large balloons attached with 100,000 leaflets condemning North Korean leader Kim Jong-il. [Yonhap]

Like I said before, the fact that North Korea is complaining so much about these activists just shows what they are doing must be having some effect in fighting the information war in North Korea.
