That is the Shinjuku Center Building.

As the name suggests, the building is located in Tokyo's Shinjuku skyscraper district. The Tokyo Metropolitan Government Building is the most striking landmark in the district, but I guess that would be too easy.

I'm gonna go with Sunshine 60 building in Ikebukuro, Tokyo.

According to wikipedia, "Sunshine 60 was erected over the site of the destroyed Sugamo Prison, famously used to hold senior Japanese war criminals during the occupation. On December 23, 1948, seven high-ranking, convicted war criminals (including former Prime Minister Hideki Tojo) were hanged at the prison. In popular modern lore, the area is rumored to be haunted."

Kevin got the correct answer. That is the Sunshine 60 building in Tokyo's Ikebukoro District which is part of the Sunshine City complex which is basically a city within a city and is worth checking out if visiting Tokyo.
