I have been concerned that the North Koreans may try to target the human rights groups sending the propaganda leaflets if they didn’t stop:
North Korea has threatened to take military action against South Korea unless Seoul stops civic groups from sending anti-Pyongyang propaganda leaflets to the North.
A spokesman for the North’s delegation to inter-Korean military talks on Tuesday told the North’s official Korean Central News Agency (KCNA) that if the spread of leaflets by South Korean groups continues, the North Korean army will take resolute action. [KBS Global]
I really hope these civic groups begin to now take appropriate precautions because I could definitely see the North Koreans doing something to intimidate these groups into stopping their activities.

according to news reports the guys in charge of this are not going to stop.
this has been going on for years and years. obviously they’ve finally struck a nerve which is GREAT.
i want to see another ceacescu moment in NK.

Bob, yes and no. They are pretty sneaky, you can still pick up leaflets from time to time that are dropped by their proxies from the Unions or schools but they do not send any balloons over anymore and the speakers do not broadcast. They do spam the internet with pro-north information and have first rate hacking teams that operate out of China and other third countries.
The norks don’t really have a leg to stand on, both governments agreed to restrict the leaflets but in a free society that doesn’t mean arresting your citizens. As for propaganda, under the non-negative definition a lot of it is, but much of it is along the lines of “where is my father you kidnapped while fishing?”
