They are pretty sneaky, you can still pick up leaflets from time to time that are dropped by their proxies from the Unions or schools but they do not send any balloons over anymore and the speakers do not broadcast. They do spam the internet with pro-north information and have first rate hacking teams that operate out of China and other third countries. The norks don't really have a leg to stand on, both governments agreed to restrict the leaflets but in a free society that doesn't mean arresting your citizens. As for propaganda, under the non-negative definition a lot of it is, but much of it is along the lines of "where is my father you kidnapped while fishing?" Bob, yes and no.
