What Miley Cyrus did is wrong, plain and simple.
She should apologize and she should be punished in some way.
When will people start sueing Koreans for being racist?
How about those Bubble Sisters?! How about the Gag Concert boys dressing up like Mexicans and singing stupid songs?!

It should work both ways. Especially when “foreigners with Korean citizenship” are involved.

I am going to sue a lot of Koreans.
I was in a department store and they were actually selling makeup to make beautiful golden Asian skin look pasty WHITE!
Can you believe it? Koreans are making fun of my skin color! They had posters proudly showing it off!
I demand an apology and they should be punished in some way!
Then, at a novelty store, I saw a latex “bald” wig which traumatically reminded me of my thinning hair. I was saddened and offended. It was manufactured for no other reason than to make fun of the bald. The Chinese get some suing, too.
“What Miley Cyrus did is wrong, plain and simple. ”
That depends if she did it to make fun of dirty, slanty-eyed, sub-human Asians or to make fun of her Asian friend who WAS RIGHT THERE IN THE PICTURE.
In her position as a public figure, she needs to be more aware that her actions are under scrutiny by a larger number of idiots and act accordingly.
Other than the PC appearance of PR, does she “need” to apologize. No.
Does she need to be punished? No.
