The Lee Myung-bak administration has allowed the defector radio stations to operate without hindrance compared to the Roh Moo-hyun years when these guys lives were being threatened. Lee has not cracked down on the balloon operatives either. He has also been more willing to help NK refugees to get to SK.

Now is the best time in over a decade to actually launch an effective information operations campaign against the North.

If people plan properly for a collapse a total humanitarian/refugee disaster could be avoided. Any collapse will be extremely expensive for SK but think how much money Korea spends in military expenses and aid to North Korea every year not to mention the social/political costs of the current status quo as well.

Well, we can't run an active, robust influence ops campaign against nK because of political considerations. That is to say, the unspoken truth is that the RoK doesn't really want to pay for reunification and if we run an effective influence ops campaign (i.e. psyops, propaganda, etc.) then we might bring down the regime and then have to deal with the resulting mess. Far better to maintain the status quo...right?

So the state media has finally acknowledged that the DPRK is not a Utopia of bliss and that the people are suffering under the regime. Is it just me or does anyone else see great signifigance in this admittance.

Actually, he was crying because he just found out that they are out of lobster and prime rib and won't be getting any until Iran receives the upgraded missiles. At the current state of affairs, should be in about 6 months to a year. Until then he has to dine soley on Korean food.

Kim “felt regret for not being able to spend more money on the people’s livelihoods and was choked with sobs,”...

Now that is really twisted.
