I suspect the ruling elite would not want such drastic changes. If he were to come to power through whatever means, his life would be in constant danger. A massive purge would have to take place first, and I don't know if he would have the cahones to carry it out. Jong-nam emulating his father would also mean competing with him, and that may be impossible. So I doubt if he's in serious competition for succession.
