The lady in the ROK Army Uniform was a LT that was there for the festivities and as a Camerawoman. The KATUSA on the right was dressed in a woman's hanbok for fun (he was a junior KATUSA though, he didn't have much of a choice in it). The guy in the middle is a Soldier.
