"Smorgesbuorg of stupidity", I find the scenerio very common in many schools, and a bully who gets his just due relevant. The school got it wrong and the students got it right. Not a small infraction of the rules, a crime of assault in the real world and should be addressed as a court would address the issue. Who started it and why? Its not just a couple of kids fooling around. Too often the rule of "both are at fault ", "zero tolorence", and "equal fault", are excuses made by educators who just don't want to make a decision that "might" upset a parent and cause a lawsuit. Bullies make school hell for many students and the use of derogatory names does not make life any easier for those who would either have to fight for their dignity or cower under the threat of a bully. Where were the teachers who are supposed to monitor these students? Perhaps cowering in the corner so as not to create an issue for themselves? Not a good lesson to teach.
