Dirty, drab, not eco-friendly, and somewhat pretentious. Putting some english title on it, doesn't make it world class. Go buy a steam hose and spray down the city. Wash it, scrub it, take the last 20 years of grime off things. It would go a long way to making it a livable city. Teach the populace that garbage is a problem, and how to deal with it effectively. They don't live in a cow pasture anymore . Seoul craves to be a big place on the map, but the small thinking just seems to permeate the establishment.
