Yep, Mark got it, the answer is in fact Guryongsa Temple on Chiak Mt.

I thought I recognized the photo but not with all that foliage around it.
The word “lake” also threw me off.
If it is Guryongsa, I have one or maybe 2 pictures of the dragon that is one of four marking the corners of a bridge spanning a creek at the base of Chiak Mt. on the path leading to the temple.
And from the tourist info in English at the place, it says the legend is about 9 dragons at a “pool” in this creek. I’ve got a shot of the pool too somewhere…
I taught in Wonju the first 1 1/2 years in Korea and visited the place a couple of times. It is a popular spot for people in the city during the hot days of summer. Many people like to “hike” up to the top of the mt too, but I’m not much into that.
