The word "lake" also threw me off. And from the tourist info in English at the place, it says the legend is about 9 dragons at a "pool" in this creek. I've got a shot of the pool too somewhere... I taught in Wonju the first 1 1/2 years in Korea and visited the place a couple of times. It is a popular spot for people in the city during the hot days of summer.
