  …same reason people put their trailers in Tornado Alley, their shingle-roof homes in Hurricane Alley and build new frame houses in places that historically have every-20-year floods.

  I don't get it either.

  I always think the same thing…wft? It's called drainage people!..Actually, they do seem to chip away at it year after year..but they really don't see to prepare that effective. I know USFK has FLOODCON levels and that seems to work…I remember some toad stranglers through out the years…
