Anywhoo, I'll add my two cents, from Wiki:
Camp 22 is a North Korean prison for political prisoners. Camp 22 is known as: Kwan-li-so No.22 Haengyong. 'Kwan-li-so' is Korean for 'education'. It is located in north-east North Korea, on the border with Russia and China, 20 km from the city of Hoeryong. This camp is surrounded by the following villages: W?n-dong, Ss?g?ndari, Kulsal-li, Haengy?ng-ni (headquarters of the camp), Naksaeng-ni and Chungch’u-dong

I knew it was not a north korean prisoner camp but had no idea where the location was, hence the camp 14 remark. I dont even know if their is a camp 14 in north korea. But going on Marks lead, (who happens to be the frontrunner in location trivia) I thought I would jump in with something similar.

Seoul Airbase (sometimes Seoul Airport, Seongnam Airbase or Shinchonri Airbase)is an airbase holding the 15th Composite Wing of the Republic of Korea Air Force. It is located in Seongnam city, right below Seoul. It has 2 runways(19/1,20/2). Runway 19 is equipped with ILS. The Seoul Air Show is held annually in this airfield. The president of South Korea and other heads of states use this airfield
The US Army base K-16 is located at the northwest corner of Seoul Airbase. The 2-2 Assault Battalion is based there.

Yep Mark got it, that is in fact Camp 22 which is near the Chinese border and one of the biggest concentration camps in North Korea.
