I guess having a traffic jam below ground is better than one above ground:
Seoul City plans to build a 150-kilometer-long underground highway network 60 meters below the city’s surface.
The city government unveiled on Wednesday a plan to construct eight underground roadways in a lattice pattern.
The eleven-trillion won project will be comprised of three roads running south and north, three running east and west, and two beltways linking the six together.
The city expects the planned underground road network to reduce ground traffic by 20 percent.
The city will use the space created from the reduction of ground traffic to build bike paths and green development areas.
The city plans to start designing the network next year and will complete the three south-north roadways by 2017. [KBS Global]

That's a lot of carbon monoxide to produce underground. I find it much more likely that it will increase road traffic by 20% overall, instead of reducing ground traffic.
Regardless, I wish them luck.
