It seems like everyone is interested in expanding their nuclear energy capabilities except the US:
A joint task force will be set up to explore the possibility of India buying nuclear power reactors from South Korea, according to S.K. Jain, chairman and managing director, Nuclear Power Corporation of India Limited (NPCIL). It will consist of officials from the NPCIL and the South Korean energy major, Korea Electric Power Corporation (KEPCO).
The decision is consequent to a Memorandum of Understanding (MoU) signed by the NPCIL and KEPCO in Mumbai on August 27.
“As per the MoU, the two sides agreed to form a task force which will review the design of a South Korean reactor called APR 1000 and find out the possibility of building it in India,” Mr. Jain said. (APR stands for Advanced Pressurised Reactor of 1000 MWe capacity).
The MoU includes development of nuclear electricity projects, operation and maintenance of reactors, supply of nuclear fuel, manufacture and supply of nuclear equipment and joint feasibility study on licensing and constructing APR 1400 units in India. [The Hindu]

I think the US is too sensitive about nuclear issues. Whereas South Koreans are rejoicing about their advancement in science and their ability to market their technology among other powerful nations, it seems like a lot of Americans will think that by spreading out nuclear technology we will become more vulnerable. As in, spreading anything nuclear is bad. Of course this is my opinion.

America seriously dropped the ball on nuclear energy. The new generations of nuclear reactors are so beyond what we have now in terms of safety, output, and waste creation, it's a joke.
