I think President Obama was as surprised to win this award as most Americans were to hear that he had won it as well:
South Korean President Lee Myung-bak on Saturday congratulated U.S. President Barack Obama on winning the 2009 Nobel Peace Prize, saying he will cooperate with Obama in global peace-making.
“President Obama winning the Nobel Peace Prize indicates the global community’s strong support for his vision for the world without nuclear arms and overcoming global challenges of our time,” Lee said in a message sent from Beijing. Lee departed for China earlier in the day for summit talks with leaders of China and Japan.
Lee said he shares Obama’s visions and will continue to cooperate with him. [Yonhap]
It is pretty clear that this was a political play by the Nobel committee to influence American politics. It is going to look ironic for a Nobel Peace Prize winner to order 40,000 more troops to Afghanistan for example. However, I don’t think this award will influence whatever decision the President decides to make on this issue anyway.
However, the person I think more then anyone who deserves the Nobel Peace Prize these past few years is Grand Ayatollah Ali-al-Sistani.

It's a recognition to his promise to return to diplomacy. Afhganistan doesn't change that (he didn't start the war).
Think about it: Chavez, Castro, Ghaddaffi… Just a few of your government's favorite boogeymen who are now willing to improve relations with the US.

It was too easy for Obama win the Nobel, all he had to do was undo what Bush did during 8 years of his presidency.
If I were an american I would feel very uncomfortable about this prize because this is the international certification of Bush incompetence in international policy.
Anyway, congratulation to Obama. He is a very smart and charismatic leader.

Here is what Obama told them at the presentation after giving some historical and philosophical reasons why military force is sometimes necessary, "So yes, the instruments of war do have a role to play in preserving the peace."
He went on to say:
I don't know if there is a clearly stated Obama Doctrine, but he may have started to reveal it then.
Judged by what he does beyond what he has said, there were several inconsistencies to be found in that speech, i.e. "That is why I ordered the prison at Guantanamo Bay closed", but I don't think the decision taken now in Libya is one of those inconsistencies.
