By Take a look at what the director of the Defense Department’s world-wide school system is up to:
Documents, e-mails and correspondence that Croteau forwarded to the Inspector General — and which were reviewed by Stars and Stripes — allege that, among other things, Miles:
- Directed that DODEA officials hire her daughter-in-law as a teacher, bypassing veterans and other qualified candidates and violating merit principles;
- Improperly hired friends for several high-level area superintendent positions, concealing her personal connections to the candidates during the interview and selection process;
- Misused a government credit card to purchase a computer which she subsequently refused to use because she did not like its red color;
- Ordered subordinates to purchase more expensive, upgradeable airline tickets for her travel because “I believe because we travel so much that we have the right to be comfortable when we fly;” and
- Arranged staff conferences at luxury spa resorts when free government facilities were available.
Moreover, Croteau alleged, Miles frequently harassed DODEA staff members she disliked and directed that staff e-mail accounts be searched for evidence of leaks.
“I saw how she malevolently attacks good people for no good reason and harasses them to the point that they retire or quit,” Croteau said in an interview.
Croteau, who now works at the Defense Human Resource Activity, said she is not a disgruntled former DODEA employee. Instead, she said, she left her position as Miles’ assistant after Miles allegedly directed that her daughter-in-law be hired for a teaching position ahead of more qualified military veterans. I am from DDESS and i cant believe what she is doing over here, but some of these post today have shocked me. I had no idea what she has been doing overseas.
I am happy to hear, and hope it is true that she will be gone by the first of the year. Just found out that
the Asst. superintendent of FtBragg schools, Dr. Boykin, her husband was selected as an SMS position
at Ft. Bragg. Seems like she is a little to close to being his supervisor or have a little control over what happens to him to be in the position he is in. Have they no shame at all. And then the poor people from the districts that she is closing , that dont have the years or are close but not close enough to retirement, she is leaving in the cold. No seat on the bus for us. I have addressed these concerns to ourt Congressman and he has been at least forwarding this to Congress. I have been told that a full investigation is being done, not just and inquiry, but i feel to that this is going to go back to Tommy Thompson to decide what to do with her and im afraid he is just going to slap her hands. Ahh I see, well at least where I teach in Europe a school of 1000, we call this new position the Resource Manager. Our principals are actually getting into the classrooms for their "3 minute" walk thru. I guess they are using magic wands, and crystal balls to inductively know what we are doing the rest of the lesson. I find these very subjective. They take lots of notes with NO FEEDBACK. Those that do hear any feedback get…what they could do better and never hear…that was a great lesson.
Ahhh leadership, I think the walk thru should have principals get up and teach a lesson and take into consideration enrichment, GE, Special Ed, and numerous other pullouts and how they will teach and assess them too!

I feel it is necessary to give a profile of these people who are blogging in case there other-than Americans reading this. These are the minority of Americans. These are probably mostly white men who don't like the fact that Americans elected a black president, that are a bit insecure about their own masculinity and sexuality (really Mr. “DoDDSEUROPE/PAC… just "happen" to be driving in the Sodomite part of town???!!! We’ve all heard that story before, Semper Fi!)…. and some of these are teachers who are less than average, worrying about there jobs when a minority woman (or superintendent) is in control. (I can't wait to hear them all blubber their “no, sir, I have a black friend!) These are people who are in every country, known as fundamentalist Christians (sorry for those of us who are decent Christians!), they are radical Muslims (yes, they are also homophobic and racist… hum, the similarities are uncanny), and they are the people in the world who are causing wars, exciting fears and inciting violence. They eventually eat themselves, but they kill in their path towards destruction. The blatant lies they wrote here are beyond slanderous, they are hateful and worrisome!
Follow their progressive path through this blog… anti Miles… then anti minority.. now antigay… pretty soon no one is left… scary, indeed.
For those of you who have feared as you read through… believe in a better path, most take it.. for those of you that have been “turned on” by or agree with these conversations and are mislead by the lies (oh, yes, that’s you, “Junior”)… ask for forgiveness and pray that there is no Hell. The scariest thing of all, though, is some of these people are teaching our students, black ones, white ones, gay ones and straight ones. Scary. See, in American education, we don’t care if the teacher or student is gay, straight, white, or black… we love them all and are concerned about the education of these students. You may disagree, but that is why there are religious schools, or even Muslim terrorist schools that condemn racial integration and homosexuality and promote bigotry. Please, teach there. But if you are going to teach in a DoDEA school and accept DoD paychecks (or even retirement checks, “Retired DoDDS,” I’m sure you could pick up a job at a quality Muslim school! And by the way, Retired DoDDS, don’t you know just a little too much about the “gay” lingo and the gay bars in Soeul? Hum…..), then understand that tolerance and equality is a part of the curriculum, policy, and diversity that makes DoDEA wonderful. The worst thing is that it’s that freedom that soldiers die for everyday (Semper Fi, “DoDDSEUROPE/PAC”).
And here’s the irony in it all and how negative energy begets negative energy. See, Michael Priser, president of the FEA and who happens to be gay, started the scare tactics about Miles and spewed his venom about her alleged personal interactins that had nothing to do with the education of children or the work of the union. Well, now it’s gone from gang hatred of Miles to gang hatred of gays.. and there is no one to stick up for Mr. Priser. Karma, some call it. Are you reading this and worry that you’ll be the target next?
And now for the biggest discloser. I am neither gay, nor black, nor a DoDEA teacher or counselor. I used to teach HS for DoDEA overseas and have remained close to some people at HQ. I now work at a stateside school, which is why I can’t understand the luxury that DoDEA teachers have to promote the fear mongering going on when teachers stateside are praying that they have their jobs next week. The DoDDS teachers represented by this blog, are arrogant and have no idea what’s going on in American school. My wife and I raised three boys in DoDDS (and, by the way, we didn’t have them to lure host national young boys into our beds, “DoDDSEUROPE/PAC”!) and they had EXCELLENT DoDDS teachers and EXCELLENT DoDDS schools. I KNOW that they had not one teacher represented on this blog. I’m glad. I’m even proud to say that I’m Christian, not the Christian represented on this blog, but truly try to follow in the footsteps of Christ.
And now, I’ll allow you to eat each other again and sit back and watch. Not with amusement, but with a sense of satisfaction, that I am right.

Wow – DODEA is fully funded to operate without the additional money that is brought in from contractors paying the out-of-whacked price of $22K per student… I have 2 kids in DODDS school since kindergarden and doing the math, my company has paid over $200K for their education… Who is account for the funds? It is a nice option for contractors but DoDDS goal is not to provide contractors dependents an education. They are there for the service members. Second how isit unethical and immoral to train management to do their job and it is the right of management to dismiss anyone who cannot do their job. How do you negotiate in good faith with someone whose agenda is to discredit you and take your livelihood. His rhetoric in his president's reports earlier this year was down right embarrassing. I look forward to the results of the election this year and see how the membership feels about his tactics. But I would like to state a couple of things before you attack me for my opinion. DoDEA is in a transition period. We are growing in some areas and shrinking in others. People who have not had to move in 20 years are be being displaced. We have a lot of people who are at retirement age and a lot of people who are brand new to the system. This is being caused by the changing landscape of our military who I think some of us have forgotten is the reason we have jobs in the first place. Then you throw in the idea of education as a whole transforming into something that reflects the century we live in (the 21st not the 19th) we end up having a lot of disillusioned people who need to see the big picture and not just the four walls of their classroom. If it wasn't Dr. Miles it would have been someone else. The last DoDEA director kept the status quo this one is trying to raise the bar. We all know we do a great job educating our students but you also know we have so very big specific gaps that we can improve in. Lastly, it has been three months and nothing has happen to Dr. Miles. If she did what they said she did then I agree action should be taken. I notice Mr. Priser hasn't mention the investigation in his last two president's reports. What is up with an apology letter supposing that was written to Stars and Stripes on behave of Dr Jennifer Smith? The letter seemed like a plant. The author was to be a repentant DoDDs teacher. Who saw his or her wayward ways and this letter was an apologying to Dr. Smith. The statements were redundent, and expresses an analyses of an authors view of inaccurancies in DoDDS. I wondered what education system were they referring to. It is not the Dodds I know. The person was confessing they had not done lesson plans and the letter makes me think this teacher was coherted to write this unprofessional letter to save their job. The repentant teacher their name with held but they named supposingly teachers, directors, higher level higher ups, union reps, etc who supported this plan and ideas get rid of Dr Smith. And this Osan Middle school teacher confused to being in involved in attaching Dr. Shirley Miles and Dr. Jennifer Smith plans to be the saving grace to Dodds Osan and DoDDS. But funny thing, this repatant teacher doesn't put their name out there. This teacher was supposely to have written this letter to the exanorate Dr Smith, because she wasn't given the chance to improve these teachers old ways of doing things. That Dr Smith was the one who came to Osan Middle to improve conditions and improve standards. What's going on? Who planted that ridiculous letter. The teachers in Dodds are contantly under the microscope. We receive constant trainings. Each teachers has to be get 6 hours of university hours every 6 years to be certified to return every 6 years. So you are telling me the standards at Osan Middle are different than that of all other DoDDs schools? DODDS schools and its' teachers must be certified. All DoDDs schools teachers must constantly attend CSI training. All teachers collaborant in each grade level to improve teaching standards, regular update of standards,regular checking student work in all areas(including math, writing, language, reading comprehension,enrichment, science inquiry, social studies, arts, foreign language,culture, physical education and DRA testing) That is why I know that letter was a plant. Who in there right mind would claim that Dr. Shirley Miles and Dr. Jennifer Smith saved DODDS. Both being in DoDDS a little over a 2 years. I am not sure Dr Smith has been in DODDS that long.

Just let me say that before Dr Smith, Osan Middle School (rather the grades making up OMS) was in a state of academic decline. In the late 90s, Osan schools were highly competitive with good American schools, and they've declined steadily over the last 10 years to a state of mediocracy. More and more parents are either homeschooling their children or sending them to off-base private schools because DODDS teachers frankly don't give a damn anymore. Guess what? Smith comes along, makes teachers work for a living, and Terra Nova scores show a dramatic improvement in academic quality at OMS! You know what else? The Federal Education Association (FEA) has just learned that the Department of Defense Education Activity (DoDEA) Director, Dr. Shirley Miles, has been reassigned by the Pentagon. The FEA supports the Pentagon's decision to exercise vigorous oversight of DoDEA.
FEA looks forward to working closely and in full cooperation with the new DoDEA leader, Ms. Marilee Fitzgerald, just as we have with previous DoDEA leaders. FEA intends to work in tandem with Ms. Fitzgerald to restore highly successful remedial programs such as Reading Recovery, along with educational literacy and math services for academically at-risk children. FEA will also work with Ms. Fitzgerald to restore meaningful professional development for DoDEA educators, as well to prevent further cuts that were contemplated by Dr. Miles in DoDEA services and educational programs, such as her proposal to eliminate teaching positions at small DoDEA high schools this coming school year.
FEA will work jointly with Ms. Fitzgerald to provide the dependents of our military members with the high level education to which they richly deserve, and together we will work to ensure that DoDEA continues to be recognized as one of America's finest school systems.

Investigation finds former DODEA director abused her authority

WASHINGTON — An investigation has concluded that the former head of the Defense Department’s school system abused her power to secure jobs for relatives and friends, received pay and benefits to which she was not entitled, and engaged in “unprofessional conduct and speech,” according to a letter from the Defense Department Inspector General’s office.
Shirley Miles was removed as director of the Department of Defense Education Activity a year ago amid an inquiry into numerous allegations raised byher former assistant Belinda Croteau. Miles was transferred elsewhere in the Defense Department and put in charge of a project to make all certificate or graduate education degree-granting programs available online.
In a letter to U.S. Sen. Charles Grassley, R-Iowa, the Inspector General’s office said six allegations against Miles were ultimately confirmed. Other allegations against Miles were not substantiated, according to the letter, which was dated June 8.
Advertisement“It’s disturbing to see so many violations of the public trust from a civil servant,” Grassley said. “Now that the investigation is completed, thanks to an inspector general, and serious allegations are substantiated, the agency should follow through to seek accountability from everyone responsible. “The findings of the investigation have been forwarded to the Under Secretary of Defense for Personnel and Readiness [Clifford Stanley] for corrective action as deemed appropriate,” the letter said.
Stnaley is currently reviewing the investigation’s findings, Defense Department spokeswoman Maj. Monica Matoush said on Friday.
In September 2009, Croteau went to the Inspector General’s office alleging that Miles had arranged for her daughter-in-law Stephanie Ermel to get a job as a kindergarten teacher at Kadena Air Base on Okinawa, bypassing veterans and other qualified candidates.
“Anything for Stephanie yet?” Miles wrote in an email that Croteau provided to the Inspector General’s office. “My son is bugging me, they want to get married in July!!!”
Croteau provided other emails that showed Miles and Paul Dellacroce talking about his application for a superintendent position in Europe. The two referred to each other as “city girl” and “country boy” even though Miles claimed not have any connections with him at the time.
Croteau also alleged that Miles harassed DODEA staff members whom she disliked and that Miles demanded that she be booked on flights that exceeded the rate permitted by the government on several trips. In one instance, she allegedly tried to book flights to Bahrain through Dubai even though it was an unauthorized route because she wanted to vacation in Dubai.
“It is gratifying that this long arduous process has resulted in substantiated allegations because the offenses that I witnessed were so egregious and so blatant,” Croteau said on Monday.

CAMP FOSTER, Okinawa – The Department of Defense said it will launch fresh investigations into abuses of power by fired schools director Shirley Miles, including federal audit findings that she inappropriately hired the current Japan district superintendent.
The Inspector General’s Office recently found Miles had a personal relationship with Superintendent Clayton Fujie before he applied for his job at the Department of Defense Education Activity and that she gave him preferential treatment – possibly edging out a highly-qualified Air Force veteran — when he was hired in 2009.
Defense Secretary Leon Panetta announced earlier this month that Miles was fired for the improper hiring as well as misuse of government expenses and vulgar language in the workplace.
“The Department will initiate further investigations on various matters raised in the DOD IG report to take appropriate action, as warranted, upon conclusion of that investigation,” Pentagon spokeswoman Maj. Monica Matoush wrote in a response Saturday following questions over Fujie’s employment from Stars and Stripes.
DODEA is also doing an agency-wide review of its employee recruitment and retention program to ensure that no more inappropriate hiring occurs, according to Matoush.
“The initiative will identify ways to improve and refine our processes,” Matoush wrote. “We will reinforce that all employment decisions and programs must adhere to merit principles and reconfirm that prohibited personnel practices have no place in the hiring process for DODEA.”
The DOD denied a request for an interview with Fujie and he could not be immediately reached through his office on Monday.
During the investigation of Miles, Fujie told federal auditors that he had a personal relationship with Miles and she had visited him in Hawaii on two occasions before he applied for the superintendent position, according to a heavily redacted version of the audit released by the Inspector General.
Auditors found that Miles communicated often with a representative of Fujie, even urging him to file an application when the deadline for the superintendent job opening was looming, and also pressed officials within DODEA to process Fujie’s application ahead of others despite concerns that it would break DOD hiring rules, according to the audit.
An Air Force veteran applied for the same position and was considered a higher-rated candidate because of prior experience as a defense schools teacher and a public school district superintendent, the audit said. DOD rules that require a hiring preference for veterans boosted the former airman to the second-highest job candidate while Fujie ranked within the top 15 candidates.
When Miles decided to hire her friend over the veteran, she worked with the human resources department to work up a justification to bypass the more qualified candidate, according to emails published by the IG.

Miles close friend that she put in charge of the Pacific schools, Joyce Lutrey, is terrorizing Seoul American High School. These ‘investigations’ must not be receiving much attention — this fraud has created hostile work environments at every place she has worked would — it should not take this long to uncover the facts that miles hired her illegally, she is guilty of violating many regulations, and of perjuring herself in several cases.

When the topic is education, the spelling, grammar, sentence construction, organization, and punctuation, of many comments appear to be decided with dice and rolled chicken bones.
As flaky as the majority of English “teachers” in Korea are on personal level, I have never seen one demonstrate a lack of English proficiency on the shockingly low level of those interested in, and associated with, DODEA… including those who claim to be “educators”.
How does one even graduate from (a real) university without the most basic of writing skills being second nature? How does one get hired to any job that requires any kind of demonstration of written English?
It is all very mystifying.

Having taught in several DoDDS schools the past 30+ years, you have proven to be the worst excuse for a teacher that I have ever been associated with.
You should have been fired for abandoning your job (AWOL for several days) a few years ago.- – drunk and pyschotic- requiring the KNP to rescue you from your own intoxicated environment. You need more advanced assistance with your pyschological, substance abuse, and family problems than are available on base or in-country, yet you choose to continue discrediting our children and yourself, (not to mention the entire worldwide dodea and military community by writing those idiotic letters of defense for jen smith)– but the union has always ‘stepped up to the plate’ to save your worthless behind.
For the record, Osan Middle School was created to relieve overcrowding at the previous 7-12 school which housed students from both the AF base and USAG-Hump. Camp Hump now serves the Army middle school children of Hump. smith had nothing to do with increased test scores. The scores did improve slightly for grades 6-8, but nowhere near the average of other AF base middle schools. Cry ‘achievement gap’ or whatever you desire, but the simple human fact remains…(and has nothing to do with smith or the staff)–(but all to do with the children and their parents)– the apple (or NUT, when applicable)- doesn’t fall far from the tree.

Damn, and I thought it bad that I had to take 15 credit hours per year to keep my professional license. Au contrare, dear Rose Marie, it is your analysis that is faulty, bordering on the ridiculous. Just let me say that before Dr Smith, Osan Middle School (rather the grades making up OMS) was in a state of academic decline. In the late 90s, Osan schools were highly competitive with good American schools, and they’ve declined steadily over the last 10 years to a state of mediocracy. More and more parents are either homeschooling their children or sending them to off-base private schools because DODDS teachers frankly don’t give a damn anymore. Guess what? Smith comes along, makes teachers work for a living, and Terra Nova scores show a dramatic improvement in academic quality at OMS! You know what else? Parents are extremely mad that Dr Smith was fired, and we are going to be heard for a change. So, all you teachers … be on your toes because we parents aren’t going to put up with mediocre teachers anymore. You might as well leave town…and take that mediocre Stars and Stripes reporter you have in your hip pocket with you. Don’t let the door slam your @$$ on the way out the gate!
