Breeding is a privilege not a right; and in an overcrowded planet with the competition for resources creating ever more deadly small wars, restricting breeding will go along way to restoring some balance. What ethical dillema? This guy used his penis to torture an 8 year old girl in the bathroom of a church. He has used it multiple times to assault and rape multiple people. I think we would be doing him and society a favor if we relieved him of the burden of carrying it around. I understand the ethical dilemma of eugenics and taking away reproductive rights.
