If the CAC card is so important, then let's treat it that way. There is really no incentive to keep it safe, like, let's say your credit card. How many 2ID Soldiers are reporting their credit cards as lost?
1. Have Soldier sign for card (like Army property)
2. If it is lost, give the Soldier the opportunity to either:
 a. Sign a statement of charges to pay for lost card, or,
 b. Initiate a Report of Survey (I know, sounds like overkill)
3. After a couple such incidents, initiate UCMJ action against repeat offender.

I can understand putting the lanyards into effect to reduce lost or stolen ID cards, but any idiot who gives his card to any Korean national to settle a debt shouldn't be in the army. This story sounds far fetched anyway because whenever a card is lost you get a new one and the old doesn't work anymore. The solution you have arrived at is also very ignorant, why change the way the ajummas work how about the soldiers stop being stupid by spending money on these drinking girls and that would fix the problem it is not ajummas fault that the soldier is an idiot. Another thing I have seen these cards lost by fellow soldiers and it isnt every soldier losing ID cards equally its the same few losing them more than once. I have seen several soldiers that have lost more than 2 cards within a 2 year period. But they don't tell you out of 14,000 lost cards only 10,000 soldiers physically lost cards. These soldiers need to gain some personal responsibility and grow up.

Just another example of "Classic Military Reaction".

1. Have a sh#t fit.
2. Make a new rule.
3. Put somebody in charge of new rule.

Current on base BIDS will prevent lost ID cards from being used to access the base. But they may be able to "flash" it at the PX to get into purchasing things.

I do know that at the CP Walker PX and Commissary their pretty good at checking that the picture on the card match's who's purchasing the stuff. Ms. Kim doesn't look like PFC Duff, regardless of what she says about it.

Don't blame Tucker for this. Blame his subordinates. A failure has occurred within the ranks of leadership below him if this problem couldn't be stopped without coming to a general officer's attention.

The problem here is that, except for the people at Humphreys, all of the division's leadership lives in Seoul with their command-sponsored families, while all of the troops live in Casey and CRC. Most of the leaders take off for Seoul on the weekends to be with their (fat) wives and kids, leaving the (NASCAR-fan) masses alone to supervise themselves.

Sure. But that's not the big picture. Golf courses are where the Big Deals are made. Good Neighbors play golf *wink* wink*. It costs money to make money.
