The Koreans are capable of enforcing their laws just fine. A DUI in Korea will usually cost you about W2,000,000 but it's not set up to ruin your life (unless the evangelical, MADD military get a whiff of it).

/I still maintain that most drunk Americans drive better than most sober Koreans on any given day.

Hopefully they stop anyone from driving off-post with a .05 BAC or higher! That's the Korean law outside the gate. I know most soldiers don't have POVs there, but officers and civilians do. I'm surprised they don't mention this in the Policy Letter of card.

I know isn't that funny. I really don't think he left korea since he gave up command. We needed a senior for our rnage and he was last on our list. When all was said and done we ended up with a Battalion XO. You have to really suck for someone to give up their XO for two weeks instead of you.

Reading through that policy letter the general is really coming up with nothing new, everything in that policy letter has been tried before in one form or another. I didn't think they could do random BAC tests off post and the random BAC tests he plans to do at bus stops and gates has all been tried before as well.

I dished out more company-grade Article-15s in my first month than the previous commander did in his entire tenure

Mark,
The commander that was there before you was a Katusa parading as a captain. He probably couldn't spell Article-15. I know I was there! I remember him standing in front of formation and when he was done the 1SG stepping up and translating what he just said for the American GI's. Too damn funny.

Update:

Despite the website stating the policy was posted on 11 JAN 10, an updated CG Policy letter on Responsible Alcohol Consumption was posted about 48 hours ago, and after the CGs article was posted (the policy is dated the 11th). It clarifies my questions regarding authority to test off-installation and gets rid of the .10 BAC limitation. CPs will be BAC testing at the gate and bus stops, not in the ville.

Two observations.

First, coughing up CPs is a pain for units. Will they need double the number to patrol both the ville and the gates and bus stops?

The other is that the drinking age in the new policy is still 21. If he was told no on his plan to lower the drinking age, what other of his publicly announced proposals have already been rejected, e.g. curfew changes.

I don't really care about the curfew as I violated it with carefree abandon for three and a half years and will do so again, but I do care if I'm being lied to by a General Officer (it's for "readiness only" or it's for "force protection") and I would like them to announce to everyone when and if the decision is made to change or keep the present curfew.

Overall though, and CAC-holder nonsense aside, I think MG Tucker is a breath of fresh air and good for the 2ID.

Policy here:

I continue to maintain to the criticism of some that if leaders better used non-judicial punishment and hold soldiers accountable for their actions in the ville than incidents could be mitigated better than by harassing soldiers with random blood alcohol screening. Giving a soldier a counseling statement for assaulting someone, breaking curfew, underage drinking, and all the other usual ville related misbehavior because you don’t want to bother with UCMJ paperwork or lose the coveted alcohol free incident streamer does not mitigate incidents from happening.

I dished out more company-grade Article-15s in my first month than the previous commander did in his entire tenure. Although it really cleans up the unit, the commander can pretty much expect that it will consume all of his time and effort. If you've got a prick battalion commander who doesn't share the vision of the battery commander, then that battery commander is going to be screwed if he devotes all his energy to cleaning up the unit instead of doing things that make the battalion commander happy such as extra FTX's, sports competitions, guidon streamers, command inspections, etc. True, counseling statements are kinda wothless especially for Soldiers who don't plan on making a career of the Army, but they are good kindling for a chapter case.

I recommend elevating as many incidents as possible to field-grade level so that the battalion commander can feel your pain. You've also got to let the battalion commander (tactfully) know that you can't get around to pleasing him and his OER support form until you've developed some sense of cohesion, morale, and discipline.
