Driving after an overnight training session (in which he was probably driving)? Well, I for one don't think the blame should necessarily fall on him. Simply put, he shouldn't have been put behind the wheel in the first place.
The most we were allowed to drive within a 24h period was 8 hours. I suspect he drove far more than that in the 24h prior to the accident.

From what I understand, US vehicular convoys on training exercise are escorted by local ROK police to prevent accidents. So it's unlikely that this type of accident would happen to US units. Knock on wood…

Well M1's are usually trucked to exercise area's, having those bad boys driving through a densely populated area is just plain dangerous. Better to pay the extra money and have it trucked up then to try for "training opportunities" through a street near a town.
Also drivers in those have a very very small view of whats directly infront of them, this is why a TC constantly telling the driver whats around him is critical to the success of the mission. Which brings up the question… WTF was an E-6 doing as the driver, WTF was anyone with little sleep doing driving something so damn dangerous through a crowded area, and where the hell was the TC and what was he doing….

Tracked vehicles are trucked to training sites now in the aftermath of the 2002 Armored Vehicle Accident. However, before then we used to drive tracked vehicles on the civilian roads and even through densely populated towns. In this prior posting I did you can see a picture of the platoon of Bradleys I took through a narrow ville surrounded by cars, people, and little kids to get to a training area:

My experiences in Korea moving tracked vehicles prior to 2002 caused me to not be surprised in the least when the accident did tragically happen. Also since 2002 the ROK Army has been involved in accidents with track vehicles hitting civilian vehicles since they still move these tracked vehicles on the roads.

When moving through a narrow ville like Changpa-ri we always used ground guides. However, driving through a city like Pocheon on Highway 43 we never used ground guides because of the speed limit on the highway. Pocheon was where my Bradley almost hit a woman crossing the street talking on a cell phone oblivious to a 25 ton Bradley coming at her.
The narrow roads like where the two girls were tragically killed around the Twin Bridges area was also a major concern considering there was no sidewalks in that area for the heavy amount of pedestrian traffic that walk along the roads in the area.
