Propaganda is one sides effort to gain the support of the 'people'.
Both sides in any conflict use it.
However the side that gives the facts and is honest can usually gain the upper hand over lies and deception. I say usually, because many societies are very ignorant or the facts of the matter are not presented in a form the locals can relate to.
In the case of North Korea there is a small basis for their propoganda relating to isolated incidents. Every war will have its unjustified killings or rapist.
On the other hand their own known atrocities far outweighed any war crimes committed by UN or US troops.
However that is not what NK propoganda is about. Its about putting the worst face on the percieved enemy as possible, regardless. Its more an internal means to keep control of their own people via scare tactics, than anything else.

Can't remember the entire incident or the circumstances,( perhaps someone can better inform) but a "UN", "US" squad during the Korean war, threw a grenade in a room with school children and adults. It killed a number of innocents. The North Koreans have always made a big deal of this, as if it was proof of what the UN, US, always did.
It is, and was, a sad incident and is heavily used by the NKs without regard to the thousands of innocents that were murdered and torchured by the North.
