The ROKs are ROK Army. ROK MC wouldn´t be caught dead with green rank patches. If they were ROK MC, the wouldn´t the rank be red?

No. ROK Army enlisted people wear yellow stripes in the summer and red in the winter. ROKMC enlisted have black stripes. AT least that was how it worked when I was there.

They look like ROK Army to me as well but the caption is from the Korea Times.

I can't be sure because I can't see the color of their name tags, but they are probably ROKMC. ROK Army enlisted and ROKMC enlisted both have black stripes. FYI the ROKN enlisted have yellow stripes while the ROKAF enlisted have blue stripes. At least that is I how I remember it.
