The cop pretty much said he felt it was a hoax when he told reporters he didn't understand why the guy took so long to turn the engine off.

Americans like getting attention. They are attention hoggers.
They'll try to come up with anything so that they can sue.
Americans will exploit publicity to benefit themselves. Just like in Korea, when one guy claims he was beaten by racist Koreans, another 50 guys will lie and claim the same thing because it's cool to do so. The sad thing is, they really believe if. Attention hoggers.
