I seriously doubt this is just a coffee shop problem because I seen plenty of other reports in the Korean media about restaurants using old and expired food to serve to their customers:
Eighteen coffee shops in Seoul, including some branches of The Coffee Bean and Hollys Coffee, were found to have violated food safety regulations, the Korea Food and Drug Administration said yesterday.
Violations include using ingredients that have passed their expiration date and using ingredients which lack proper food labeling.
The Korea FDA said that it conducted a food safety check on 70 coffee shops in Korea and found the 18 to have violated safety rules. It plans to request administrative measures against the shops. [Joong Ang Ilbo]

True, but the bureaucrats more than likely targeted the coffee shops because, in a way, they are soft targets. Think of it, essentially a foreign import, frequented by young women, paying stupid amounts of money for mediocre coffee. Hits a lot buttons for certain people in this country.

Meanwhile ajummas are re-serving the same old kimchi as a side dish to customers for the second year in a row at one of those Korean restaurants while granny ajumma in the back is serving up another heaping helping of (supposedly illegal) dog meat stew. Yummy!
