Here is a short video from STRATFOR on what they think the response to the sinking of the Cheonan will be:
Really nothing surprising here for readers who have been following this issue on the ROK Drop, but it is a good run down for people who haven’t been following the issue closely. The fact that South Korea will not launch a military strike in response has long been the consensus on this issue and President Lee has already come out and said he would improve the capabilities and readiness of the ROK military in the wake of this tragedy.

I wonder if they will set the ship up as a monument and proceed to build a Wally World™ around it.

There are four ways besides mentioned here on ROK Drop that the ROKs could hit back with;
-millions of propaganda balloons with DVDs, leaflets, radios, etc.
-24/7 high power propaganda TV/radio broadcasts (currently not 24/7)
-go after illicit nK funds in the international banking system ala Banco Delta
-embargo any company that does business with nK esp. Chinese ones
This would shake KCI to his core. Of course it runs the risk of destablizing the regime enough to cause a collapse. Therefore the ROKs won't do any of these things because they don't want to pay for reunification.

I bet the torpedo was Chinese-made…and thus we'll never really know what happened. To reveal the details of the sinking would probably embarrass China. Don't believe me? Tell me, how many times was the Dalai Lama denied a visa?

I did find it curious that Taiwan felt the need to go on alert after the sinking.

There's been enought time now to begin to see how South Korea is and will deal with the North in the future. One, is that the south appears to be dealing with the north as more of a renegade province, that will eventually return to the whole. Therefore no attacks or other provocative means will be used to undermine the inevitable. Its only a matter of time. Why should the south risk thousands of lives over a dieing north Korean government.
I think the South Korean public see it the same way. And perhaps it is the best way to deal with the current situation.

Doesn't the ROK and ROC maintain a mutual defense treaty? I'm pretty sure, but not positive, they do. If so, that would make sense. Just as I'm sure some US Forces were also placed on alert.

So I gather from your story that South Korea is not going to do anything because they either can't militarily or economically. So why send that ship or any other for that reason in harms way???
