Another way to look at it is to realize that whoever takes the job will be interviewed… and the person hired probably will mean well… a stable wife with free time who likes kids and will likely spend all the money she makes right back into the Korean economy.
…or a random "teacher" can be imported by an agency… where, as likely as not, they will get some kind of 22 year-old hippie skank who is only interested in partying and sending as much money home as possible to cover student loans and credit card bills.

Spouses can work part time jobs now, there was a regulation change about a year or two ago. You gotta put together paperwork and its gotta be approved but USFK, but it ~is~ possible to work a part time job legally.
Now primary SOFA holders (Military / GS and such) can not seek second employment and its not looking like that will ever change.
