Here is a surprise for everyone, a sports massage parlor in Osan was offering prostitution services. Can you believe it!:
A massage parlor near Osan Air Base has been put off-limits after base officials investigated reports that prostitution and other sexual misconduct occurred there, base officials said Friday.
The establishment, Feel Sports Massage, was put off-limits to U.S. military personnel Thursday by Air Force Col. Pat Malackowski, commander of Osan’s 51st Fighter Wing. He took the action based on recommendations of the base’s Armed Forces Disciplinary Control Board, said 1st Lt. Chris Hoyler, a wing spokesman. [Stars & Stripes]

USFK Reg 190-2 App. A (7 May 04)
The following areas and establishments within the ROK are off-limits:
* A-1. All acupuncture clinic, civilian medical and dental clinics, pharmacies, drug stores, and civilian hospitals except for the purpose of receiving treatment or prescriptions when referred by U.S. medical treatment facilities, receiving emergency treatment, or visits to patients.
* A-2. All civilian tattoo parlors, body piercing shops and barber shops.
* A-5. Streams, lakes, reservoirs, rivers, ocean beach areas or other natural bodies of water for activities such as wading, swimming, bathing, diving, boating, skin/scuba diving or ice skating are off limits unless specifically approved for use by the area or installation commander. These areas may be used for fishing, sunbathing, or other activities in which contact with the water is minimal. As an exception to these restrictions, personnel participating in-group tours sponsored by various organizations within the ROK may participate fully in tour activities.
hmmm. Seems to be a loophole. I am disappoint, son. It took the Koreans this long to exploit it? They must be the new generation, like Tom, lazy and inept…

That reg really needs to be re-done to reflect that it's 2010 and times have changed – especially the part about dental and medical facilities.

Especially when the reg is in conflict with the fact that the military SENDS service members and SOFA personnel to these facilities on a referral basis.
Col. Malackowski is one hell of a guy. He has single-handedly eliminated the last bastion of PHT from the entire peninsula. ATABOY!

When I was stationed in Yongsan in '79-80 there was a massage parlor ON POST that we called the Steam & Cream. I sure love when Colonels and other high ranking folks who have their own accompanied spouses with them decide to try to make it near impossible for the junior unaccompanied troops just suffer for the year (or however long it is now) that they are in Korea.

Well Leon, to be fair to the reg, if you look in A-1, at the end it does state, "except for the purpose of receiving treatment or prescriptions when referred by U.S. medical treatment facilities, receiving emergency treatment, or visits to patients." so that exempts them if soldiers are referred there. Kinda makes you wonder why, if they're off limits usually, that they would make exeptions during these times? Just make certain hospitals ok if they get referrals from 121 or whereever.

This is kinda repeated in A-5 when they have white water rafting trips that are sponsored by MWR, but make all natural bodies of water off limits. Perhaps a little updating is in order to clarify things…?

That's pretty much what I'm getting at. The reg is not only outdated, it is simply not enforced in any meaningful way. Not to mention all the barbershops and tattoo studios just near Camp Casey.
Oh and guess what else just opened right outside the main gate of Casey? A massage parlor!
Of course out of all of these businesses the one that does the most harm and should really be off-limits is Julies Realty. But that's for another post on another day.

I agree the reg needs updating. It has this underlying air of superiority; like 'Koreans are so dirty and unhygenic, who knows what we will catch if we mingle. It's like their society is below us. I see nothing wrong with going to the Blue Club for a decent cheap haircut. It's better than going on post where it looks like they cut it with a knife and you pay much much more for it. This regulation reeks of the 1970's and early 80's.
Ditto what Matt said. I think it's about making MWR money.
