I don’t think anyone can argue about this designation given to Kim Jong-il:

The guy who finished 2nd was Robert Mugabe from Zimbabwe who’s own grip on power was made possible ironically enough by the North Koreans.

I'm not sure if he is the worst or best? What metrics are we using by the way? Since Castro, and Stalin have now been declared swell guys is there an inverse index?
Stalin Killed 25Million plus=best dictator
Castro Killed 1000s= good dictator
KJI killed=2 Million plus=moderate dictator
PCH killed hundreds, built the Korean economy= miserable dictator
(and most of the hundreds were actually guilty)
