It wasn't so much so in the past, but since the 80's grade inflation has become de rigueur for certain elite school, a means to open doors for their graduates in an increasingly competitive job market.
"Grades A and B are sometimes given too readily … insincere students gain passable grades by sham work." (Harvard University report written in the 1890's, when the average GPA of its students hovered at about 2.30. The average GPA of its students is now close to 3.50).
