    Unless things have changed in the last few years, it can be done. When my friend bought a car with SOFA plates and had it registered as a Korean vehicle, it was common enough that people at the DMV knew about the procedure. If I remember correctly, my friend also had to pay import duties on top of the typical registration fees and taxes.
