Either way, Seoul would be best to covertly support Hamhung dissedents at this point. Curb an influx of refugees while supplying a base more than likely to be friendly to the ROK. Even the political bureau of Hamhung is fed up with Pyongyang. Seoul should make all efforts to engage Metropolitan people along the coasts of North Korea residing outside the gated city of Pyongyang. There will be no need of a mass Exodus if the masses are fed knowledge and food by air drops.

Once even the Doctors and Nurses of the DPRK see that the South is willing to provide vital needs for the people more than the General or his son, word will spread quickly, howvwer this time it will sink in and become reality. It is up to the ROK to fullfill this. The ROK has nore than capable aircraft to complete missions to deliver aid to the DPRK stealthly. It is time that the U.S. demands the ROK to fly away from the nest and help Koreans in the north. The United States, along with the ROK knows that Kim Jong Il will never order a Bluff if he fear retaliation from the United States.
