Here is a further hint, if you have been to this base, this building will jump out at you because it is literally right by the front gate.

From the pictures I saw, it looks like it’s next to the Camp Stanley entrance marking sign, but on Google Earth, that same location looks like it’s within the neighborhood (i.e., not along the main-looking road that goes along the other side). I’m saying this from memory, though.

At any rate, GI Korea referred to it as the front gate, so I’m saying right by Camp Stanley front gate.

I am going to give credit for the answer to Kushibo since he correctly guessed Camp Stanley. This is the Nameless Cafe which is right in front of the front gate for civilian vehicles to enter Camp Stanley at. It also sits right next to the Uijongbu Prison that is right next store as well.

Frankly, not being at all familiar with Camp Stanley (I drove by the front gate once about ten years ago, when I was lost), I would not have gotten it without the 교도소 clue. Before any of the clues, I used all manner of search methods, but nothing came up at all.
And with the 교도소 clue, I did actually find 까페무명 (Nameless Cafe) but I didn’t say that name in my answer because the pictures were all interior shots or exterior shots from some other part so they looked nothing like the Korea Finder pic (and also because you asked where it was and not the name of the building).
But from Google Earth, it did appear to fit the building, and it matched the location from the clues, so that’s what I went with.
This was a tough one.
What is the deal with the humvee hood and grille over the entryway? Is there a story behind it? That humvee sent me on a lot of goose chases in my Korean-language searches.
