Get a group of people together and take pictures of them without anything being staged or rehearsed. Can you see everyone’s face? Can you see everyone’s expression? No. Some of those in the background were added for effect.

After so many people went through that orgy of “Photoshop!” cries back in 2009 because they were sure he was near death, I get a little skeptical when people say that about KJI pictures (I was one of the few who said he questioned the death knell), and frankly, I wondered if you were doing that, but I didn’t want to jump to conclusions.
I agree that some of those in the back do look like they were added in, but that still goes to the question of who is doing it and why. Note that the picture came from Xinhua (though they may have gotten it from the KCNA).
