Isn’t that Namsan Tower in the back on the right? If so, this pic couldn’t have been taken from Namsan.
This is a bit of a shot in the dark because I can’t remember if you can see it Namsan from there – but was it perhaps taken from Pal-gak-dang (팔각당) up on Buk-ak-san (북악산)?

Is that building with the ROK flag a prison? I’m sure I’ve seen it in movies and T.V. dramas.

Conway Eastwood — Yes, the place with the ROK flag is a prison. Or more precisely, was a prison. It’s now a museum dedicated to the Korean independence movement:

6. There’s still a couple old timers up here in TDC with the cart who actually do the sellers chant. They’re not really super regular but they make their appearances from time to time. Much less annoying than the super megaphone recordings.

@1 – That was a typo on my part. The picture was taken from Mt. Ansan as the caption on the photo shows.

It was. Now it’s being turned into a Prison Museum. I read that the surrounding area is open but not the prison building itself.
I believe that prison has a long history of being used by japanese, the dictators of SK etc.

For those interested in Soedaemun Prison it is a museum and is a very interesting place to visit despite its over the top anti-Japanese viewpoint.
